  1. PARTNERSHIP MODELS FOR OIL PALM PLANTATION DEVELOPMENT: CONCEPT AND ITS IMPLEMENTATION
    (POLA KEMITRAAN DALAM PEMBANGUNAN PERKEBUNAN KELAPA SAWIT: ANTARA KONSEP DAN IMPLEMENTASI)*

    Because of its economic importance as a high-yielding source of edible and technical oils, the oil palm is now grown as a plantation crop in Indonesia. The extensive development of oil palm industries in Indonesia has been motivated by its extremely high potential productivity and value added generated from the oil palm industries.
    In past few years oil palm industries in Indonesia contributed over US$6 billion (2007) to the country’s economy, and its contribution is expected to grow in the coming years. The industry has also generated a huge number of jobs in rural areas throughout the country and dozens of companies operating on over 5.3 million hectares of land.
    Other positive contribution of oil palm is it can be used as a vehicle for eradicating rural poverty, providing a steady supplier of affordable food, non-food, bio-composites, nutritional and pharmaceutical products. Further, oil palm mills are fast becoming generators of renewable energy from their biomass and biogas, and therefore it can be used as a vehicle for showcasing for environmental improvement.

    Aside from the success story of oil palm in economic development in Indonesia there are some negative evidences which indicate numerous negative impacts of oil palm industries on the environment, socio-economic, and local cultures.
    To minimize the above negative impacts, the establishment of better partnership between oil palm industries, government and society is very important. A partnership is basically a strategic alliance or relationship between two or more people or organizations. Successful partnerships are often based on trust, equality, and mutual understanding and obligations. In case of oil palm industry, partnership models are known as PIR-BUN partnership, tripartite partnership, and corporate partnership.
    In order to have an effective and efficient partnership (productive partnership), there seven things that can be taken into account, namely having common interest and mutual goals, sharing resources and expertise, sharing problem solving, recognizing benefits gain from the better partnership, reciprocal relationships, putting partnership as a system approach to management, and doing intensive evaluation and monitoring.
